The VSBIT Unemployment Program, which began in 1978, was the Trust's first insurance program. This program helps participants lower their Unemployment Costs and provides a funding mechanism, which assists districts in their budget process. Rates are announced six months prior to the beginning of each fiscal year and are based on a three-year rolling average of claims and taxable wages.

To obtain an estimate of costs through the VSBIT Unemployment Program, a district needs to provide benefit charges for the previous three years, and total wages and taxable wages (taxable wages are wages paid to an individual up to and including $8,000 per year) for those same years.
